Slightly labored workaround but you can build a floor build a wall that snaps onto it then build a staircase the one listed under floors not stairs snapped to the floor then build another floor off of that staircase right above the ground floor so now you have 2 levels of floors then attach a wall to the second floor right above the first wall then remove floors and stairs.
